Obol Plains is found in Ethernere.  You can get there via the tourbillion deep within Eidolon Jungle.  You can get to Eidolon Jungle via a portal in Feerrott.But as we are this close to the CoE launch, we have reinstated the necessary predicates on quests and NPCs to hold you to the proper progression.  You can no longer jump ahead to Obol Plains and do quests there without having first completed the quest line in Eidolon Jungle.~Kaitheel
