None of the NPCs should lock the encounter any longer (updarted for now on Beta, and patched in with the next patch).Are you certain you were getting a double spawn of NPCs? Once someone has triggered the event, it will refuse to trigger for anyone else. They can click on the object still, but it will give them a message that they must wait to activate the core.
