Fixed. This was due to a population split we did earlier that allows the beach area to change up its population as you progress through the quests. I had not gone back and attached the new NPCs to the quest objectives. In short, all the shore mobs should update the quest now. "Now" being "after the next patch, or whenever I have enough time to push the changes directly to Beta".
