Given the nature of the issue you're reporting here, I suspect this is probably the same bug that others have experienced on other quests using items (such as Unexpected Consequences).  This one will probably have to wait until whatever is going on with the quest items is resolved.  Hopefully it'll be fixed soon!  Thanks for reporting this.
